On the second day of the Russian invasion, while Ukrainian President Volodymyr Zelensky announced a general mobilization, it is already estimated that 137 people died and 316 were wounded on the Ukrainian side, including civilians. These losses come on top of the 8-year conflict in the Donbass that has already claimed the lives of more than 3,393 civilians, forcibly displaced more than 1.4 million people and left 2.9 million people in need of humanitarian assistance (Statement on the situation in Ukraine, GCR2P, 24/02/22. Humanitarian actors anticipate an increase in humanitarian needs and call for the urgent protection of civilians and basic infrastructure.

Similarly, U.S. Ambassador to the United Nations Linda Thomas-Greenfield estimated on Wednesday that the conflict could result in « up to 5 million additional displaced persons”. To respond to this potential refugee crisis, Poland announced the opening of eight reception centers for Ukrainian refugees providing food, medical aid and information. Lithuania, Latvia, Hungary, Slovakia, Romania and Moldova have also announced that they are preparing to deal with the expected wave of refugees from Ukraine.

Therefore, in addition to a strong call for a cessation of hostilities, all humanitarian actors demand an urgent increase of funding for the humanitarian response to deal with the severe consequences of the conflict escalation[2].
