Evaluation of the European Union’s (ECHO) Humanitarian Assistance in Syria (2016-2018)

In 2020, FrontView partnered with the international consulting firm Landell Mills to evaluate the European Union’s humanitarian assistance in Syria under the HIPs from 2016 to 2018. The report was published in March 2021 on DG ECHO’s website.

In the framework of the Evaluation of the European Union’s Humanitarian Interventions in Syria 2016-2018, a beneficiary survey has been implemented all over Syria through phone surveys. We have led the methodology design, the analysis of the data, and the field report development.

With an impartial, external, and independent assessment based on evidence, the team evaluated the extent to which the European Union has met the needs of vulnerable groups in Syria since the beginning of the Syrian conflict. The evaluation focused on the EU’s humanitarian assistance’s relevance, coherence, added-value, effectiveness, efficiency, and stability.
