FrontView assessed Handicap International’s programme on behalf of ECHO (EU) based on relevance and effectiveness criteria (OECD) in Jordan and Lebanon.
HI’s programme (€20 millions) targeted particularly vulnerable people through a strong identification approach and included not only a physical and functional rehabilitation element, but also a unique referencing system of Syrian refugees in desperate need. Our evaluation provided an analysis of the approaches taken in both countries, mainly based on an extensive study of quantitative data collected by the NGO (database review) and a qualitative analysis (focus group and interviews).
